Software delivery stalls despite gains in generative coding speed

A structural imbalance between rapid code generation and downstream review processes has created a new bottleneck for enterprise software engineering departments.

Seventy-eight percent of developers report they are writing code faster using artificial intelligence, yet nearly four-fifths of organizations say their overall software delivery timelines remain unchanged. The discrepancy, identified in GitLab’s 2026 AI Accountability Report, suggests that the gains made at the IDE level are being neutralized by traditional bottlenecks in testing, peer review, and security validation.

The shift has transformed the primary constraint of software engineering from production to governance. Eighty-five percent of respondents agree that the bottleneck has moved to the review phase, where engineers must now validate larger volumes of machine-generated code. This influx has raised specific concerns regarding traceability; approximately 43 percent of organizations struggle to distinguish between human and machine-written contributions, and systems frequently fail to track the origin of specific code blocks.

The resulting friction impacts incident response and accountability. While 87 percent of teams express confidence in their ability to identify AI-generated code during a production failure, data from the past year shows that 34 percent of organizations were unable to make that determination during actual incidents. Industry leaders suggest that without clear policies for code provenance and automated review mechanisms, the accumulation of AI-generated assets represents a growing technical risk rather than a simple productivity gain.
