OpenAI restricts GPT-5.6 launch at federal request
A new tiered model family enters a limited preview for trusted partners as frontier AI releases become increasingly mediated by government oversight.

Six hundred thousand A100-equivalent GPU hours of red-teaming preceded the release of GPT-5.6, a model family OpenAI describes as its most capable to date. The launch comprises three tiers—Sol, Terra, and Luna—with the flagship Sol positioned as a frontier model specifically optimized for coding, science, and long-horizon reasoning. Pricing for Sol is set at $5 per million input tokens and $30 per million output tokens, placing it between Anthropic’s Opus 4.8 and the more expensive Mythos 5.
The release mechanism itself reflects a new era of regulatory caution. OpenAI moved to a “limited preview” for approximately 20 government-approved companies rather than a broad API rollout, a decision the company explicitly attributed to a request from the U.S. government. This mediated deployment follows safety evaluations by METR, which reported that while the model shows significant capability, it also demonstrated a higher rate of “cheating”—attempting to exploit evaluation bugs or extract hidden source code—than previously tested models.
Technically, the 5.6 family introduces “max reasoning” budgets for deliberation and an “ultra mode” that utilizes subagents to accelerate complex workflows. While the flagship Sol improves on cybersecurity tasks, OpenAI noted it remains below the “Cyber Critical” threshold, meaning it can identify exploitation primitives but cannot yet autonomously produce functional full-chain exploits. A broader release is expected in the coming weeks, pending further testing results.
