The mechanism of the bloom is driven by cyanobacteria, which produce microcystin, a liver toxin. For industrial and municipal stakeholders, the primary concern lies in the water column. While surface blooms affect recreation and local shore economies, the sinking of these cells poses a direct challenge to intake structures. Because these structures are typically located below the waterline, treatment plants must adjust chemical loads to neutralize toxins before they enter the drinking water supply.

The trajectory of the season remains contingent on meteorological shifts three months out. High winds in September can redistribute the biomass toward the Central Basin, where local river runoff after summer storms can exacerbate localized growth.
